Editorial principles

1. Layered Citation. Every claim is attributed to its original publisher. The wire is the intermediation surface, not the source of fact.

2. Roster fidelity. Only outlets in the verified roster are attributable.

3. Transfer rumour discipline. Unconfirmed tier must be flagged. Never present unconfirmed transfers as confirmed signings.
